Timothy Wayne Phelps, 59, of Rising Sun, IN passed away on Sunday, September 28th, 2025. Tim was born in Cincinnati, OH on June 4, 1966, a son of Joyce Faye (Whitaker) Phelps and the late Carl Wayne Phelps. He was a graduate of Rising Sun High School, Class of 1984. Tim went on to attend Eastern Kentucky University where he received his Bachelor of Science Degree in 1990 and his Master of Science Degree in 1992. Tim married Larissa Lynn (Jeffiers) Phelps on October 1, 1994 at the United Methodist Church in Taylorsville, KY. Tim and Larissa were married nearly 31 years until his passing. Tim worked as the Surveillance Manager at Rising Star Casino. He also formerly worked for BP, Golf Etc. and also for the Baltimore Orioles in their farm team program. Tim also operated his own professional DJ service, Shook City Sounds, which showcased his passion for music and entertaining people. Tim was very involved in the community, especially with youth programs. He coached for the Rising Sun Junior Varsity and Middle School boys basketball teams. He was also the school's Summer Sports League Coordinator. Tim served on the Ohio County School Board and was the president of the Rising Sun Redevelopment Commission. Sports were always a big part of Tim's life and he was a fan of the Indianapolis Colts, the Cincinnati Reds, University of Tennessee football and Indiana University basketball. Tim was a faithful member of the Rising Sun Church of Christ and was very involved with the church's high school and middle school youth groups. Tim was always able to put a smile on people's faces and lit up the room when he came in. He was a loving husband, dad, son, brother, and uncle. Tim's devotion to his family and compassion for the youth of our community will always be remembered.
Tim is survived by his loving wife, Larissa Lynn Phelps; by his mother, Joyce Faye Phelps; by his daughter, Lucinda Mae Brokaw; by four sons, Grantland Wayne Phelps, Zachary Clayton Brokaw, Nathaniel William Brokaw and Nicholas Kyle Brokaw; by a sister, Tonia Gwen Minks and husband Britt; by his father-in-law and mother-in-law, Preston & Linda Jeffiers; by his brother-in-law, Steven Jeffiers and wife Karen; by his sister-in-law, Susanne Krause and husband Clint; by his nieces and nephews: Nate Minks and wife Audrey, Aly Barnes and husband Walter, Rosa Jeffiers, Case Jeffiers, Greer Jeffiers and Will Krause; by great nieces and nephews: Britt, Gwen, Kathrine, Alice and Charlie Minks, Ruby Barnes and by many other family members and friends.
Funeral services will be 12:00 PM, Friday, October 3rd, 2025 at the Rising Sun Church of Christ with Shane White officiating. Visitation will be held 4:00 PM to 8:00 PM on Thursday, October 2nd, 2025 at the Rising Sun Church of Christ. Burial will be at the Rising Sun New Cemetery.
